The QEEPP (Quality–Effectiveness–Efficiency–Performance–Productivity) Framework was conceived and developed by Rado Dimitrov as a structural discipline framework for enterprise-scale digital transformation.
The framework reflects practical experience in cloud architecture, enterprise modernization, AI platform governance, and operating model optimization.
It was designed to address a recurring systemic gap in large-scale transformation programs: the tendency to scale initiatives before stabilizing foundational quality, aligning to measurable business outcomes, and institutionalizing performance discipline.
QEEPP formalizes a structured progression — stabilize, align, optimize, measure, and scale — ensuring that transformation efforts do not amplify instability, inefficiency, or strategic misalignment.
